Mountain Top Village is a planned development area within the Vista Pointe neighborhood that has been discussed in City planning since 2003. Over time, approved concepts emphasized house-scale forms—such as duplexes and townhome-style units—that fit the surrounding neighborhood and can support attainable ownership opportunities.

The current applicant, Pacific Rental Properties, LLC (with planning consultant CSA), is seeking to amend the approved plan to allow a large apartment-style development on the hillside. Neighbors are concerned that concentrating a high number of residents in a wildfire-risk area with constrained access increases evacuation and emergency-response risk, and that the scale and massing are not compatible with the existing neighborhood pattern.

We formed to ensure any proposal here meets Medford’s development standards for safety, emergency access, and compatibility—and to advocate for alternatives that add housing in a safer, more context-sensitive “middle housing” form.
